Over the years RANEPA has developed many unique programs to train civil servants for the federal and regional authorities in Russia. Generations of Russian civil servants have received their training at RANEPA receiving first university degrees and later attending graduate and short-term programs. he Russian Presidential Academy of National Economy and Public Administration (RANEPA) was founded by presidential order on September 20, 2010. This foundation involved the merger of two previously existing academies: The Academy of National Economy (ANE), which was established in 1977, and the Russian Academy of Public Administration (RAPA), established in 1991. The merger also brought together 12 other state educational institutions.
Each of the merged academies had already earned reputations as leaders in training Russia’s political elite. From the moment of its creation in 1977, ANE prided itself as the breeding grounds for future ministers. With the fall of the Soviet Union, ANE changed its strategic model from training members of the ‘Nomenclatura’ to providing high-quality business education for a new generation of leaders by becoming an institute of higher education that offers wide array of academic opportunities in the field of management. Likewise, RAPA has traditionally been a national leader in providing public management training for current and future state and municipal civil servants.
On September 20, 2010 – the new Federal State-Funded Educational Institution of Higher Professional Education Russian Presidential Academy of National Economy and Public Administration (RANEPA) is created. By the Decree of the President of the Russian Federation of 20.09.2010 the Russian Academy of Public Administration as well as twelve regional academies of civil service join the Academy of national economy under the Government of the Russian Federation to form the Russian Presidential Academy of National Economy and Public Administration.
On September 23, 2010 – Vladimir Mau becomes the rector of RANEPA.
2010 – after the merger the Academy becomes the largest socioeconomic and humanities university in Europe, allowing to get the following education: vocational secondary education, Bachelor’s degree, Master’s degree, postgraduate study, higher doctorate studies, programs of professional development and professional retraining.
2010 – The international scientific – practical conference “Russia and the World” receives the name “Gaidar forum”. E.T. Gaidar Institute for Economic Policy and Egor Gaidar Foundation become partners of the Academy in holding the first “Gaidar forum”.
2010 – The Academy creates the Russian Center for APEC Studies to organize research and formulate practical recommendations on issues dealing with Russia’s participation in APEC and its representation at the APEC forum in 2012.
2010 – for the first time for students from Russia, neighbouring countries and beyond the Academy opens the International English-speaking Master’s degree program.
2011 – The Academy becomes a co-organizer for updating Russia’s Strategy for Social and Economic Development to 2020.
2012 – the first Summer educational campus of Presidential Academy: «territory of opportunities» takes place in Kazan.
2012 – The Academy and the World bank become strategic partners.
2012 – The Academy serves as a co-organizer for a meeting of Think Tank-20, a group of international research centers, as part of Russia’s presidency of the G20.
2013 – RANEPA is included in the Association of Russian leading Universities.
2013 – 100 graduates of RANEPA enter the XIV rating «TOP-1000 Russian managers» according to Russian Managers Associations (2013)
2013 – The Academy becomes the member of association Network of Schools of Public Policy, Affairs and Administration (NASPAA) as the first Russian higher education institution.
2014 – The international scientific – practical conference in the field of economy “Gaidar forum” of RANEPA is recognized as a business event of 2013 on the first independent «The Moscow Times Awards».
2014 – The Academy begins the retraining of 9000 civil servants from Crimea and Sevastopol by order of the Russian Prime Minister Dmitry Medvedev.
2014 – for the first time in Russia the Academy develops and implements the internal ranking system of MBA/EMBA and business schools programs.
2014 – Liberal Arts College based on the interdisciplinary education principles is opened in the Academy.
2014 – The Master of Global Public Policy (MGPP) program which united the international standards of the best foreign programs in the field of public policy is opened in the Academy. It is one-of-a-kind program in Russia.
2015 – An international QS Stars higher education quality audit awarded the Academy with three «stars». Today it is considered to be the highest evaluation for any Russian Higher Education Institution.
2015 – According to the Ministry of Education and Science of the Russian Federation, RANEPA is on the 1st place among Moscow Higher Education Institutions according to graduate salaries.
2015 – The Presidential Academy received a diploma in the category “High Quality Preparation of Administrative Staff”, following the results of the fourth Russian Higher Education Institutions rating according to the Expert RA rating agency.
2015 – Some RANEPA MBA programs are successfully accredited by the National Accreditation Board of Business Education.
2015 – The cooperation agreement between RANEPA and the Ministry of Culture of the Russian Federation is signed.
2015 – The college team of RANEPA won the national Global Management Challenge (GMC) championship.
2015 – The agreement on interaction and cooperation with Federal Migration Service of Russia (FMS) is signed.
2015 – Two agreements with Gazprombank on cooperation and establishment of scholarships for RANEPA students are signed.
2015 – The agreement with Federation Council. The parties agreed about interaction concerning legislation and law-enforcement practice improvements. Mutual organizational, research, academic, consulting, expert support will be provided.
1977–2010, the Academy of National Economy
1977 – on the base of Institute of National Economy Administration existing since 1971 a new educational institution – the Academy of National Economy under the USSR Council of Ministers starts its work. The Academy becomes targeted at the improvement of the managerial personnel preparation for work in ministries, departments and other governing bodies of a national economy.
1988 – the first commercial faculty “Higher school of the international business” is created in the Academy, it was the first business school in the USSR.
1989 – The Academy is headed by Abel Gezevich Aganbegyan – a member of the Russian Academy of Sciences of the USSR, one of a reformatory movement leaders of domestic economic science.
1990 – as a part of the Academy the Institute of Economic Policy which was headed by Egor Gaidar is organized.
1992 – the Academy of National Economy under the USSR Council of Ministers receives a new name. Now it is called the Academy of National Economy under the Government of the Russian Federation. The Academy becomes not only a forge of civil servants and executives, but also the educational institution of a business education offering all types of educational services in the sphere of economy, business and law.
1992 – The Academy of National Economy takes the lead in the development of the Russian MBA standards.
1995 – The Academy of National Economy is given the new status of the leading training, methodical and scientific center in the system of retraining and professional development of civil servants of the federal and regional authority. Professors from the USA, Great Britain, Germany, France, the Netherlands and other countries start teaching in the Academy. Students apart from obtaining the Russian state diploma have an opportunity to receive the diploma of a foreign university.
1996 – higher professional education programs are opened in the Academy.
1997 – start of the State program implementation in senior executives preparation (Presidential program). A strategic objective of the Presidential program is to bring management quality of domestic enterprises to the international level.
1999 – the beginning of the state experiment on MBA introduction in Russia, initiated by the Academy. From now on according to the order of the Ministry of Education of the Russian Federation No. 1008 of 29.11.1999 the Master of Business Administration program (MBA) starts its existence.
2001 – start of the Russia’s first DBA program (Doctor of Business Administration) – the program of economic postgraduate education lasting from 1 to 5 years designed for receiving additional knowledge of applied economic disciplines. This qualification grants the right to hold senior administrative positions.
2002 – Vladimir Aleksandrovich Mau – the Doctor of Economics, professor, the honored economist of the Russian Federation becomes the rector of ANE.
2004 – as part of Academy agency for international development is organized. Its main objective is to work with students and postgraduates from the USA and Europe coming for short-term programs. The Academy hosts students from Stanford, Harvard, Princeton and other American universities.
2005 – The Academy starts creating the System of personnel training and support of local governments. The purpose of this System creation is to ensure continuous training process and professional development of local government bodies.
2007 – The Academy of National Economy becomes the winner in the competition for State Higher Education Institutions introducing innovative educational programs.
1946–2010, the Academy of Social Sciences – the Russian Academy of Management – the Russian Academy of Public Administration
On August 2, 1946 the Academy of Social Sciences under the Central Committee of the All-Union Communist Party of the Bolsheviks is founded. It is the highest political institution, training workers for the central and regional political authorities, and also teachers of higher education institutions and scientists.
1971 – The academic council accepts the Academy development program. The Academy structure is changed considerably, the profile of scientific disciplines extends, new departments are created. The sociological researches provision in various regions of the country becomes a new direction in the scientific work of the Academy.
1978 – the Academy of Social Sciences under the Central Committee of the Communist Party of the Soviet Union on the basis of three higher educational institutions is created: Academies of Social Sciences, the Higher party school and the Correspondence Higher Party School. An advanced training for senior executives of different specializations begins its existence in the new Academy.
1978 – academic campus construction on Vernadsky Avenue in Moscow is started.
1983–1985 – the first Academy’s campus buildings are put into operation.
On November 5, 1991 – by the order of the Russian President Boris Yeltsin the Academy of Social Sciences is transformed into the Russian Academy of Management. The main objectives of the Academy become: postgraduate preparation, retraining and professional development of senior executives; development of new public administration technologies; carrying out scientific examinations of state programs and projects; studying and forecasting the senior executives’ needs; provision of analytical and information support of state governing bodies.
1994 – the Russian Academy of Management is endowed with power to control the regional personnel centers which were under the authority of the Head department under the Government of the Russian Federation which was responsible for public service training.
1994 – on the basis of the Russian Academy of Management the Russian Academy of Public Administration under the President of the Russian Federation (RAPA) is created. The main objectives of the new educational institution become: training, preparation, retraining and professional development of civil servants; proposal development on the state personnel policy; drafting of recommendations about public service reformations and its legal support.
1995 – the adoption of the Act of the Russian Federation “About bases of public service of the Russian Federation”, where the RAPA functions are formulated. It is defined that civil servants have to have professional education, and it has to correspond to the specialist area of the position held. Civil servants obtain a guaranteed retraining and professional development. Civil servants become the main target audience of RAPA.
On March 1, 2001 – the Ministry of Education grants a license to RAPA giving the right to provide educational services in 11 specialties of higher professional education and 39 scientific specialties, and also in secondary professional education.
